San Francisco struggles with high real estate prices, a dense population, and limited rental supply. Despite rent controls, landlords are using the Ellis Act to evict tenants and convert rental properties into condominiums. This reduces rental supply, drives up prices and increases homelessness to an estimated 10,000 people. Evictions lead to housing instability and gentrification, displacing long-time residents. To solve the crisis, loopholes in the Ellis Act must be closed, affordable housing created and tenant protections strengthened to mitigate the negative social and economic impacts.
